As will be discussed later in the chapter, some of these elements remain at the core of the present citizen focused policing strategy but in the remaining years of the Conservative government, community policing was, at best, a loosely implemented idea designed to encourage the police to become more of a supportive service rather than a repressive force and consolidate a more amicable relationship with the community.
